The Community Planning and Development Act (CPDA) and Regulations require municipal council to submit their proposed Community Plan Bylaw (including amendments) to the Department of Municipal and Community Affairs (MACA) for Ministerial approval before third reading. The Community Governance Division of MACA reviews submitted Community Plan Bylaws on behalf of the Director of Planning before forwarding advice to the Minister on their approval.
