Assessment Services Unit

The Assessment Services Unit is the property assessment authority in the Northwest Territories.  The legislative authority to conduct property assessments is contained in the Property Assessment and Taxation Act, the Property Assessment Regulations, and the Property Class Regulations.

The Assessment Services Unit is responsible for valuing the assessment base in the Northwest Territories.  The assessment base is made up of all assessable land and improvements located:

  • In the Municipal Taxation Communities of Inuvik, Norman Wells, Fort Simpson, Hay River, and Fort Smith.  The City of Yellowknife has delegated authority for the property assessment function and values its own assessment base in accordance with the Property Assessment and Taxation Act and Regulations;
  • In the 18 communities located in the General Taxation Area; and
  • In the Hinterland which includes all land and improvements (i.e. diamond mines, oil and gas installations, telecommunication infrastructure) that are not located within community boundaries.

Fairness and equity are the cornerstones of an effective property assessment program.  The Assessment Services Unit is staffed with professional, certified Assessors who are responsible for valuing the assessment base, producing the Certified Assessment Rolls, and the Assessment Notices.  The values on the Certified Assessment Rolls are used by the Municipal Taxation Authorities and the Government of the Northwest Territories to generate own-source taxation revenue.
